Financial Assistance

United Memorial recognizes that there are times when patients in need of care will have difficulty paying for the services provided.

United Memorial Medical Center's Financial Assistance Program provides discounts to qualifying individuals based on your income. In addition, we can provide you with assistance for applying for free or low cost insurance if you qualify. Contact our Eligibility Department at (585) 344-7363 or visit the department located at the Jerome Center, 16 Bank Street, Batavia 14020 for free confidential assistance.

Qualification for a Discount

Financial assistance is available for patients with limited incomes and no health insurance or patients who may be underinsured.

Everyone in New York State who needs emergency services can receive care and get a discount if they meet the income limits.

Everyone who lives in New York State can get a discount on non-emergency, medically necessary services at United Memorial Medical Center if they meet the income limits. You cannot be denied medically necessary care because you need financial assistance.

You may apply for a discount regardless of immigration status.

Charges for non-covered services provided to patients eligible for Medicaid or other indigent care programs (including charges for days exceeding a length of stay limit) will be included as financial assistance.

Financial Aid Eligibility Standards/Discounts set minimum standards for eligibility for financial assistance and discounts available for low income, uninsured/underinsured patients. Any patient that has been approved for the Financial Assistance Program whose circumstances change during the course of their eligibility, should notify United Memorial so a new determination can be made. If this is not done, the original Financial Assistance determination can be rescinded.

For any balance due by anyone covered under United Memorial's Financial Assistance Program, efforts to collect will continue for 120 days. After 120 days, if no payment or payment arrangement has been made, the account will be forwarded to United Memorial's collection agency.

Income Limits

Effective January 1, 2016, the Financial Assistance Program discount will be based on family size and annual family income using the scale below:

                      0-200% of the Federal Poverty Level will provide a 100% discount
                      201-225% of the Federal Poverty Level will provide a 76% discount
                      226-250% of the Federal Poverty Level will provide an 68% discount
                      251-400% of the Federal Poverty Level will provide a 60% discount

The discount will apply for inpatient or outpatient services at any United Memorial facility, up to 400% of the poverty level. The approved discount will be applied to the remaining balance after the copay has been assessed.


Frequently Asked Questions

What if I do not meet the income limits?

If you cannot pay your bill, United Memorial offers a payment plan to those patients that meet the income limits. The amount you pay depends on the amount of your income.

Can someone explain the discount? Can someone help me apply?

Yes, free confidential help is available. Call our Eligibility Department at (585) 344-7363. If you do not speak English, United Memorial has a language line available at 1-800-523-1786.

A Counselor will tell you if you qualify for free or low cost insurance such as Medicaid, Child Health Plus and Family Health Plus. If the Counselor finds that you don't qualify for the low cost insurance they will help you apply for a discount. The counselor will help you fill out all the forms and tell you what documents you need to provide.

What do I need to apply for a discount?

A completed application, verification of income.

What services are covered?

All medically necessary services provided by United Memorial Medical Center are covered by the discount. This includes outpatient services, United Memorial Family Care Centers, Emergency Care,Urgent Care and Inpatient Admissions.

Charges from private doctors who provide services in the hospital, will not be covered. You should talk to your private doctor to see if they offer a discount or payment plan. Any services billed by Radiologist, Anesthesiologist, ER Physicians, Intensivists or other private doctors are not part of UMMC’s Financial Assistance Program. You will receive a separate bill from those providers. If it is a UMMC bill, it will be covered by the program. Elective services are not covered under the program. Co Pays are also excluded from the program.

How much do I have to pay?

Our Counselor will give you the details about your specific discount(s) once your application is processed.

How do I get the discount?

You have to fill out the application form. As soon as we have proof of income, we can process your application for a discount according to your income level. You can apply for a discount before you have an appointment, when you come to the facility to receive care, or when the bill comes in the mail.

You may also bring your information to the Eligibility office at United Memorial Jerome Center at 16 Bank Street, Batavia, NY 14020. You have up to 90 days after receiving services to submit the application.

How will I know if I was approved for the discount?

United Memorial will send you a letter within 15 days after completion and submission of documentation, telling you if you have been approved and the level of discount received.

What if I receive a bill while I’m waiting to hear if I can get a discount?

You cannot be required to pay a hospital bill while your completed application is being considered. If your application is turned down, the Hospital must tell you why in writing and provide you with a way to appeal this decision to a higher level within the Hospital.
